You could fix this with a unit mod, such as the impressive Additional Units Mod or the more basic Minor & Emergent Factions Pack.
Some are quite easily playable (I've had a lot of fun as Venice, Denmark and the United States in the Grand Campaign) but some have very small rosters. With these mods, more factions are unlocked.
